Post green revolution, Indian agriculture has transformed and is slowly gaining some momentum. Farmers who once depended on rice and wheat under MSP are now exploring high-value alternatives, one such promising opportunity is nursery farming. With the support of government schemes like the Mission for Integrated Development of Horticulture (MIDH), nursery farming is emerging as a profitable and sustainable model for farmers, startups, and agri-entrepreneurs alike.
But why is this shift happening, and how exactly can the MIDH subsidy make a difference?
If you want to get started with a high tech greenhouse for a Nursery, fill this form and our team at Agri Joy will guide you through the process!

Why Nursery Farming is Becoming Attractive
For years, India’s farmers relied on MSP crops like rice and wheat for guaranteed procurement. While these crops ensure food security, the profits are modest around Rs.45,000 per acre annually.
In contrast, nursery farming, where farmers produce high-quality seedlings, saplings, and planting material offers much higher returns. With government-backed subsidies, modern infrastructure, and growing demand for horticulture, nursery farming has the potential to multiply farmer income several times over. Moreover, it reduces dependency on water-intensive paddy and promotes climate-smart agriculture.
What Does the MIDH Subsidy Offer?
Under MIDH, both small nurseries and hi-tech nurseries are supported.
Type | Area | Max Cost Admissible | Assistance Pattern | Output Requirement |
Hi-tech Nursery(Private Sector) | 1-4ha | Rs25 lakh/ha(max rs1cr/unit) | 40% of cost, back ended, credit linked, max rs40 lakh/unit on pro rata basis | 50,000 plants/ha/year |
Hi - tech Nursery(Public Sector) | 1-4ha | Rs25 lakh/ha(max rs1 cr/unit) | 100% of cost up to rs1cr/unit(project based) | 50,000 plants/ha/year |
Small Nursery(Private Sector) | 1 ha | Rs 15 lakh/unit(1ha) | 50% back ended, credit linked, max rs7.5 lakh/unit | 25,000 plants/ha/year |
Small Nursery(Public Sector) | 1ha | Rs15lakh/unit(1ha) | 100% up to rs15 lakh/unit | 25,000 plants/ha/year |
Note: Higher (50%) subsidy may be available for certain states/areas such as NE, hilly, and Himalayan regions.
This means even a small nursery owner can get up to Rs 7.5 lakh in subsidy, while a hi-tech nursery project may receive as much as Rs 40 lakh.
Let’s understand this better with an example-
Consider- Ravi, an agri-entrepreneur, plans to establish a hi-tech nursery on 2 acres. The project cost is ₹25 lakh per acre, so for 2 acres the total comes to ₹50 lakh. Under the MIDH scheme, private hi-tech nurseries can get a 40% subsidy, credit-linked and back-ended, with a maximum limit of ₹40 lakh per unit. In Ravi’s case, he receives ₹20 lakh subsidy (40% of ₹50 lakh), reducing his actual investment to ₹30 lakh. The scheme requires him to produce at least 50,000 plants per acre per year, meaning his nursery must supply 1,00,000 plants annually. If Ravi expanded up to the maximum permitted size of 4 acres (₹1 crore project cost), he could avail the full ₹40 lakh subsidy cap.
Mandatory Infrastructure for Eligibility
Proper fencing
Scion/mother block, rootstock block
Net house, shade net, vermicompost unit
Drip irrigation system, borewell with pump
Hi-tech greenhouse or controlled environment for hi-tech nurseries
Hardening/maintenance chamber, store room, electrification
Soil and water analysis [report required]
Pump house and storage tank
Land preparation as needed
Key Requirements
Output: Minimum annual production of quality-certified plants (as above).
Accreditation: All nurseries set up under MIDH/NHB must be accredited within 12–18 months of the final installment.
Planting material must be sourced from NHB/ICAR-accredited sources and be disease-free.
Annual/Monthly reporting of production and infrastructure progress.
For the private sector, bank loan sanction/credit linkage is mandatory for the subsidy.
How to Get Started
Here’s a step-by-step roadmap for setting up a nursery under MIDH:
1. Check Eligibility– Farmers, FPOs, SHGs, companies, and startups involved in horticulture can apply.
2. Secure Land & Prepare DPR– Own/lease land and prepare a Detailed Project Report (DPR).
3. Apply Online at NHB Portal – Register at [nhb.gov.in](https://nhb.gov.in), fill in details, upload documents, and pay application fee.
4. Submit Hard Copy– Post signed application to NHB HQ (Gurugram).
5. Get Bank Loan Sanction– Loan approval is mandatory for private nurseries.
6. Execute the Project – Set up greenhouse, irrigation, fencing, etc.
7. Joint Inspection & Subsidy Claim – NHB, bank, and horticulture officials validate the project. Subsidy is released post-completion.
Who Can Benefit?
Nursery subsidy supports a wide range of stakeholders:
1.Farmers & FPOs – Can diversify income, reduce dependency on rice/wheat, and tap into high-value horticulture crops.
2.Startups & Agri-Entrepreneurs – Urban professionals and youth entrepreneurs are setting up nurseries using hydroponics, tissue culture, and polyhouses.
3.Self-Help Groups (SHGs) & Co-operatives- Women-led SHGs especially benefit, as nursery farming creates steady employment and requires less heavy labor compared to traditional crops.
4.Investors – With subsidies reducing upfront costs, horticulture-based startups become more attractive for investment.
How Nursery Farming Generates better Income than conventional crops
Unlike rice or wheat which depend on government procurement, nursery plants have diverse and consistent demand:
1.Farmers need seedlings for vegetables, fruits, spices, and flowers.
2.Urban gardening & landscaping companies require ornamental plants year-round.
3.Export markets demand disease-free, certified planting material.
4.Agri-tech startups are sourcing seedlings for hydroponic and protected farming setups.
Beyond Subsidy: Wider Benefits of Nursery Farming
1. Technology Adoption – MIDH pushes farmers toward polyhouses, drip irrigation, and precision farming.
2. Employment Generation – Women make up a large share of nursery workers, creating rural livelihoods.
3. Climate Resilience – Nurseries require less water than paddy and promote sustainable crops.
4. Value Chain Strengthening – With nurseries, farmers are not just producers—they become input suppliers to other farmers.
5. Youth Participation – Young MBA graduates and engineers are entering nursery farming, blending tech and agriculture.
Why Now is the Right Time
1.Rising Demand – India’s horticulture market is booming, with increasing demand for fruits, vegetables, and ornamental plants.
2.Government support – Subsidies up to rs40 lakh per nursery make entry cost-effective.
3.Agri-Startup boom– Investors and young entrepreneurs are actively looking at horticulture as a scalable, tech-driven business.
4.Sustainability & Profitability– Nursery farming offers higher returns, climate resilience, and reduced risk compared to MSP crops.
Baseline
Nursery farming under MIDH is not just a subsidy scheme, it’s a roadmap to a new agricultural model. For farmers, it’s a chance to escape the low returns of MSP crops. For startups, it’s an opportunity to build sustainable agri-businesses. And for India, it’s a step toward climate-smart, high-value farming.
